I have gone through and moved a ton of breaks ABOVE rather than BELOW the end of functions and it has the effect of eliminating breaks that are unneccessary if the function doesn't apply.
The way the code comes, breaks adding white space are included after each function in the page layout. If the function does not apply, the breaks still do. I think this can be fixed by just moving the breaks into the function statement - before the closing parenthesis. I did this extensively and the cosmetic improvement is substantial.
