hi,how can i make possible to change site colors for visitors,i know these needed lines is in admin/settings.php file,but how can i add that in index page?

You need to look in /templates/
Pick one of the templates you DON'T like and modify the CSS and Images.
I got reasonable results, integrateing with a gold, red and black scheme:
